Read the topic guide Section 28 2.0: The New School Guidance Section 28 2.0 is shorthand for the 2023 DfE draft guidance on gender-questioning children — the first state direction to schools on acknowledging LGBTQ+ identity since Section 28 (1988–2003). Where Section 28 forbade 'promoting homosexuality', the 2023 draft required parental involvement and specialist input before socially transitioning a pupil.
